Fort Worden Master Use Plan

Our team worked with the Fort Worden Public Development Authority (PDA) and the community of partners and stakeholders of Fort Worden to develop, identify and prioritize projects for implementation to grow and support the mission of the PDA and the Lifelong Learning Program.

The ELM team collaborated on a team that includes Craig Curtis from the Miller Hull Partnership and Signal Architecture and Research. Ints Luters led the development of site interventions that support the Lifelong Learning Program of the Fort Worden PDA.

This plan is the foundation for more than $90 million of improvements for the Fort, some of which are already underway. Key site elements include the Circulation Spine, a multi-use trail connecting the programs and structures of the Fort together in an ADA compliant route while respecting the historic integrity of this Registered Historic Landmark.
